The N.C. Demand Reduction Task Force is led by three statewide agencies. Those agencies include Shield NC, Legacy of Hope International and NC Stop Human Trafficking.

The North Carolina Demand Reduction Task Force's mission is to create and execute a comprehensive plan to reduce demand for services of exploited persons.

The N.C. Demand Reduction Task Force's goal is to launch effective demand reduction programs to address both labor and sex trafficking, based on available evidence and best practices.

Actions to Achieve Goal

  • To better understand the complexities and nuances of demand for exploited persons in North Carolina as well as the scope of the problem
  • To identify best practices for demand reduction of exploited persons
  • To track and report buyer data in NC
  • To educate and engage law enforcement, NGOs, treatment providers, and government organizations on the issue
  • To educate the public through effective strategies including a media campaign
  • To change how our cultural views and speaks about the actions of buyers
  • To increase capacity to reach sex buyers by using technology
  • To create an effective diversion program for sex buyers
  • To suggest policy and legislative improvements that will require that workers are fairly treated and paid, and that employers, vendors and other beneficiaries are held responsible for their exploitative actions.
  • To suggest policy and legislative improvements that will hold sex buyers accountable for their illegal behavior.
